believe those are mariner type knives and the loop might be for threading rope or something like that if I recall

It's called a rigging tool. Very neat knife. The loop allows you to carabiner it to your jacket or belt for quick access while working knots on the open water, and can also be used to push and pull rope through eyes on the boat. The spike is for untying knots.

I have a set of marlin spikes....and a line hook.....and a sheeps hoof knife....
The knife is sold as a "mariners" knife....it has a small lynard loop on the end....for hooking to gear....
and now it makes sense...it's a shackle tool.....who'da thunk it.....:)
