I found seed packets on sale at the most unlikely of places. CVS had packets on sale for .20 cents each. Of course they aren't heirlooms, and the selections where limited to carrots, cucumbers, radishes, squash, cherry tomatos and green beans, but as long as I keep them cool and dry, they should grow just fine next year.
They're normally .99 so the savings isn't great, but every little bit counts at my house.
