The manual is real, and the program is real, and as far as I know may be implemented already. I spent most of my military career as an NCO in a MP Battalion and heard it mentioned here and there.
Problem is, people are taking it out of context.
Believe me, I love a good "conspiracy theory" as well as the next guy, but someone jumped to conclusions on interpreting this a while ago, and the misnomer has stuck.
Let me explain.
The plan is for the Army/DoD to make use of inmates that are in non-military jails and prisons (thus the "civilian" part), for projects on military bases, as opposed to using military prisoners. An example from when I lived in MA would be inmates from MCI Shirley (located just outside of Devens RFTA) to be doing cleanup and landscaping at Devens RFTA, since there is no military prison nearby.
It is NOT a plan to use non-incarcerated persons to do work on military bases.
Then again, I am at work and do not have time to read the whole document, things may have changed since I was last discussing it with anyone...
