10 meter means coverage of the 10 meter amateur radio band
DX is slang for a long distance contact.
While I am an amateur radio operator and admit to owning another brand of "export" radio that I use on 10m phone, Galaxy radios are known for SSB drift and fragile solder joints. I would not purchase one.
If you do not know the terminology you need to take some basic classes. Check for your local HAM radio club in your area. They may be in the phone book, where you buy your equipment, or on-line.
If you want to purchase a radio that does HF frequencies, stick to quality brands like Yaesu, Kenwood, Icom, TenTec.. heck, even Alinco or one of the others is fine..
But stay away from stuff designed for truck drivers.. different market.
