    It's a long document so I'll admit to just skimming it, but the first link appears to be concerned with Puerto Rico's self determination process. I didn't see any HAARP data.

      ALEDIA CENTENO RODRIGUEZ, Frente Patriotico Arecibeño, said her organization had spoken last year on the United States strategy to authorize a nuclear weapons production facility in Puerto Rico, in violation of the Treaty on the Non-Proliferation of Nuclear Weapons. She explained that Arecibo was home to the Arecibo National Astronomy and Ionospheric Centre (NAIC), which was used as an “ionospheric heater” [an array of antennae which are used for heating the uppermost part of the atmosphere]. Arecibo was also mentioned as a test-site for the High Frequency Active Auroral Research Programme (HAARP), in a patent filed by an individual in the United States, to conducted experiments related to ionospheric manipulation. HAARP could function as an anti-missile and anti-aircraft defence system, permit interception and disruption of communications, weather and submarine and subterranean communications, among other things. The HAARP patent papers also stated that the invention could “simulate and perform the same function as performed by the detonation of a heavy type nuclear device”.

        Years ago I came upon info on HAARP that was intended for public consumption, HAARP's purpose was to aid in seeking out and communicating with extra terrestrial folks. Of course controversy has developed over this program for a variety of reasons not the least of which is an association, imagined or otherwise, with weather anomalies.
        I have read elsewhere that HAARP isn't physically capable of affecting the environment as some speculate and one such individual convincingly explained in technical speak what HAARP is, it's limitations and it's capabilities.
        What little I do know about it: the antenna array covers acres of real estate and can direct and focus HAARP's energy .... how much energy? I don't know although I have read the system employs amplifiers boosting the the HF radio energy by MILLIONS of watts. What effect on our environment? It's been stated that the intent is to heat the ionosphere to create a bubble I don't recall why .... apparently someone in control believes our ionosphere needs to have a bubble in it.

          A recently-unearthed U.S. Navy research project calls for creating mad-made floods and droughts to "disrupt [the] economy" of an enemy state.

          "Weather modification was used successfully in Viet Nam to (among other things) hinder and impede the movement of personnel and material from North Viet Nam to South Viet
          Nam," notes a Naval Air Warfare Weapons Division – China Lake research proposal, released last month through the Freedom of Information Act. But "since that time military research on Weather Modification has dwindled in the United States."

          The proposal suggests a study of the latest weather manipulation techniques, to "give the U.S. military a viable, state-of-the-art weather modification capability again." With that in hand, American forces would be able…

          To impede or deny the movement of personnel and material because of rains-floods, snow-blizzards, etc.

          (2) To disrupt economy due to the effect of floods, droughts, etc.


          The proposal is undated. But it’s pretty clearly from the Cold War.
          Not only is "the Soviet Union (Russia)" mentioned. The money is also relatively small, by today’s standards — less than a half-million dollars, over two years.

          A military in-house newspaper calls "weather modification" an "area of China Lake preeminence. Between 1949 and 1978, China Lake developed concepts, techniques, and hardware that were successfully used in hurricane abatement, fog control, and drought relief. Military application of this technology was demonstrated in 1966 when Project
          Popeye was conducted to enhance rainfall to help interdict traffic on the Ho Chi Minh Trail." (Here’s a picture of China Lake’s "Cold Cloud Modification System."

          In 1980, the United States ratified a treaty banning military weather manipulation. But every once in a while, someone in the armed forces floats the idea of doing it again. "Our vision is that by 2025 the military could influence the weather on a mesoscale [theater-wide] or microscale [immediate local area] to achieve operational capabilities," a 1996 Air Force-commissioned study reads.

          Today, Chinese officials are trying to figure out ways to keep it from raining over Beiing, during this summer’s Olympics.

            Have an on-line acquaintance who believes that the Japanese earthquake was caused by HAARP. He's a little out there. :rolleyes:

                Abstract
                A method and apparatus for altering at least one selected region which normally exists above the earth's surface. The region is excited by electron cyclotron resonance heating to thereby increase its charged particle density. In one embodiment, circularly polarized electromagnetic radiation is transmitted upward in a direction substantially parallel to and along a field line which extends through the region of plasma to be altered. The radiation is transmitted at a frequency which excites electron cyclotron resonance to heat and accelerate the charged particles. This increase in energy can cause ionization of neutral particles which are then absorbed as part of the region thereby increasing the charged particle density of the region.

                          Yeah well so does NAMBLA BUT I don't agree with or think there right ( or should even be alive)!!!!!.
                          I have tried to present a scientifc and logical explanation.
                          Bottom line for me is, if they want me to believe it have a public demonstration, prove it to me in person. Have you personally seen this happen, have you personally seen this tech in action?

                            Go outside and watch the clouds. If you want to disbelieve this topic then that is your right. Why waste your time on this thread? As a former NRA Pistol and Personal Protection Instructor I would never recommend or own a Taurus, but since you do I tried to help you find a decent holster and kept my opinion on them to myself. It would be nice if you gave me the same respect on this topic.
