Prior to January 11, 2010 the president needed the consent of state governors to appoint or deploy members or units of state National Guard as federally recognized armed force members in active or inactive service. On that date President Obama signed Executive Order 13528 creating the Council of Governors removing the responsibility of the National Guard from the specific state governors to the Council appointed by the President. The National Guard of the United States units or members may be called up for federal active duty in times of Congressionally-sanctioned war or national emergency. State National Guard may also be called up for federal service to repel invasion or suppress rebellion. Executive Order 13528 removes the requirement for the state governor to approve the use of the National Guard. The National Guard can enforce federal laws if the United States or any of its states or territories are invaded or are in danger of invasion by a foreign nation, or if there is a rebellion or danger of a rebellion against the authority of the federal government.

I'm not seeing any statement in the E.O. that removes the responsibility of the National Guard from the specific state governors to the Council appointed by the President.

After reading this for myself I have to agree with Skyowl. But it does make you wonder if this does not creat some sort of backdoor for the feds.

I read it and the EO gives the Prez the power to appoint the Council of Governers. The Council of Govenors can write it's own Charter to govern:
"(a) matters involving the National Guard of the various States; (d) synchronization and integration of State and Federal military activities in the United States; and
(e) other matters of mutual interest pertaining to National Guard, homeland
defense, and civil support activities[/B](d) The Council may establish subcommittees of the Council. These subcommittees
shall consist exclusively of Members of the Council and any
designated employees of a Member with authority to act on the Member’s
behalf, as appropriate to aid the Council in carrying out its functions under
this order.
(e) The Council may establish a charter that is consistent with the terms
of this order to refine further its purpose, scope, and objectives and to
allocate duties, as appropriate, among members."
So the Council writes (and rewrites) it's own Charter that places limits on it's power, writes its own mission rules. Can appoint unlimited Deputies to carry out those orders, collect an unspecified daily paycheck for itself and it's Deputies.
Who are these Deputies going to be? Where will they be drawn from? They will be the 'employees' of the individual Council members, not federal employees, private and un-vetted.
And where are the other State Govenors? They have absolutely no input, they are not even recognized as existing in this EO!
Nothing to see here, move along!

This is a Pyrimid Structure of POWER with Barry at the top and 10 Council Members running 10 sub-comitees with unlimited Deputies enforcing thier will on the nation by controling and "intergrating" all military forces in the USA into one coheasive force controled by,,,,the man that wrote the EO.
There is nothing here about Congressional Oversight, about reporting to Congress about Congressional Funding. This is an end run around Congress, this is how Hitler took over the Wiemar Republic, it is a shadow goverment with no accountability, no quarterly or yearly report, being paid for with tax dollars siphoned out of the stimulus and tarp funds. This Council will control Federal and State Military Forces inside the USA and WHO controls the Council? Barry does, he created it. So now Barry can turn National Guard Troops against americans with no interferance from those Obstructionist Governors!, and he can turn the US Military against any National Guard forces by saying they mutinied against a lawful order! Of course Deputies will have to take the reins of power in those backward states that resist, silly, silly americans!
There is NOTHING TO SEE HERE, LOOK AWAY!
