SAULT STE. MARIE, Mich. - The Soo Locks have reopened, but the 2009 Great Lakes shipping season seems to be off to a slow start.

Freighters normally are lined up at midnight when the locks end their winter shutdown, but WLUC-TV and The Detroit News say that didn't happen Wednesday.

The season's first ship was the 450-foot Canadian tanker Algo Star, carrying fuel oil for Thunder Bay, Ontario, on Lake Superior's north shore. It passed late Wednesday afternoon.

Chief lockmaster Dennis Campbell says he doesn't remember ever seeing such a slow start.

The U.S. Army Corps of Engineers operates the locks, which bypass rapids on the St. Marys River that connects lakes Huron and Superior.
