Although Ms. Pelosi didn't give a reason why, the reason was our HIPPAA law.

Here in the US before social distancing, it was required by HIPPAA to maintain our privacy. As I've stated at this site I've been vaccinated and it's legal because it was my decision.
As usual, laws only apply to some and not all.
